Municipal Team Members

Chris Lehrman, PE
Chris, the Municipal Team Leader, has worked for SGM since 2004 and has experience in construction management, water system design, sanitary sewer system design, permitting, and municipal issues. His project experience includes road construction, utility construction, and water system studies. Chris also has experience in local and municipal issues such as the creation of publics works manuals, rate studies, and community development coordination. Chris has a BS in civil engineering from Colorado State University.

Shannon Ullman
Shannon has worked as a consulting engineer since 2004 and joined SGM in 2006. She holds a MS degree in Environmental Engineering from Colorado School of Mines and a BS in Chemical Engineering from Colorado State University. Shannon brings strong master planning and distribution and collection system analysis experience to this team. She delivers water-modeling based solutions to both Municipal and Special District clients, including water age analyses for D/DBP compliance, infrastructure sizing recommendations and operational controls optimization. Shannon is versed in developing and updating master planning studies and supporting clients as their customer’s needs grow and change. She consistently provides guidance as these clients evaluate, prioritize and budget for upcoming capital improvement projects.

Nicholas Kilbourn
Nick is a design engineer on the Municipal Team and has been with SGM since 2005. Nick works closely with many of SGM’s longstanding municipal and special district clients, assisting them with design and management of various capital improvement projects. Nick’s experience includes design of water distribution and sanitary sewer collection systems, transportation facilities design, drainage and stormwater runoff analysis, residential and commercial development review, construction management and contract administration.

Lance Stewart
Lance has 32 years of experience working with local governments and citizen groups. His experience includes policy development as an elected official, government administration as a Town Manager, and private business background. Lance has served as past Chair of the Western Colorado Economic Alliance and the Dinosaur Diamond Scenic Byway, and presently serves on the Board of the Grand Junction Chamber of Commerce. His municipal background includes serving in the capacity of Manager, Budget Administrator, Finance Director, Planning and Community Development Director, and Council of Governments Director where he was responsible for goal setting and visioning, project management, grantsmanship, public participation and economic development. Throughout his career, Lance has packaged over $10M in development financing for municipal and private developments.
